By creating attitudinal rifts among partisan voters, political polarization is expected to negatively affect chances of effectively mitigating climate change. While such expectations generally have found support, less attention has been paid to the opposite claim that political consensus should eliminate the partisan dimension in climate change politics. This study tests this claim by studying how party identification, and party cues specifically, affects public policy attitudes in a context defined by political consensus. Using data from a large online access panel in Sweden, party identification and party cues are shown to matter for policy attitudes even in a consensus context. This effect is not limited to certain issues but is found across a wide range of policies, and the effect of party cues, for a given issue, varies across parties. The implications of this study and areas for future work are discussed. 相似文献

This article develops a methodology aimed at generating a systematic social diagnosis of social and natural landscapes. The analytical process is divided into six easily replicable and causatively connected steps. The goal is two-fold: first, to present the inextricable connections between physical landscapes and the communities that occupy them. And second, to provide a fundamental tool to public policy designers that should simultaneously improve social acceptability of conservation policies and policy efficiency and effectiveness. Finally, this methodology is consciously heterogeneous from a theoretical perspective. Cultural heritage is being addressed by a number of charters and conventions and it is clear that its consideration within decision-making processes is progressively becoming a real challenge, both for developers and public authorities. Against this background, this paper reviews the environmental assessment framework developed by the European Community, as this should increasingly influence decision making about cultural heritage in an urban setting. The legislative framework for access to environmental information is also reviewed because of its relevance to the decision-making process.The Directives on Environmental Impact Assessment and Strategic Environmental Assessment both require a consideration of cultural heritage in decision making. This requirement can go some way to addressing the paradox in the European Community's position whereby the community wishes to conserve and enhance its own cultural identity whilst, at the same time, cultural heritage is usually defined at a local level. The present paper suggests that, given their flexibility, the two European Community directives on environmental assessment constitute a promising opportunity to address this seeming paradox, but that there is a significant gap between legal obligations and the methodological tools to meet them. 相似文献

This paper models the unemployment effects of restrictions on greenhouse gas emissions, embodying two of the most significant types of short-term economic imperfections that generate unemployment: sectoral rigidities in labor mobility and sectoral rigidities in wage adjustments. A labor policy is also analyzed that would reduce the direct negative economic effects of the emissions restrictions.The politics of limiting greenhouse gas emissions are often dominated by relatively short-term considerations. Yet the current economic modeling of emissions limitations does not embody economic features that are likely to be particularly important in the short term, in particular, the politically sensitive unemployment rate. Moreover, only a few of these studies also consider policies that would offset the negative direct economic effects of emissions restrictions. For plausible estimates of the parameters, the model shows that, with the labor market imperfections, if there were no offsetting policies, the reductions in GNP in the U.S. in the first 10 years after emissions restrictions were imposed would be as much as 4%. However, if there were two policies, instead of just one: a counteracting labor market policy, as well as the emissions restrictions, the negative direct economic effects could be completely eliminated. 相似文献
